Reform underway — but it’s a Va. secret - The Washington Post: "GOV. ROBERT F. McDONNELL’S commission on reforming and restructuring state government in Virginia, billed as a blue-ribbon enterprise to smarten and streamline the way Richmond does business, has yielded some sane ideas, if not exactly earth-shattering ones.

Among its dozens of initiatives are measures to abolish perhaps a sixth of Virginia’s 300-odd boards and commissions; consolidate a half-dozen inspector general offices; centralize payroll and accounting functions; and eliminate some of the state’s toll-free phone numbers."
